A security environment is defined as much by what a system must not touch as by what it analyses. Access, retention, and the boundary of a deployment are part of the design, not a setting applied afterwards.
The analytical task is usually to structure fragments: reports that do not share a schema, records that arrive late, and signals that still need a person to judge their weight. A useful system keeps the origin of each fragment attached to the finding.
Decision support, in this setting, is a presentation of analysed material at the moment someone has to act. It is not an instruction. The authority to act stays where the organisation already placed it.
